Thinking about it, when you have a city that is run with traffic lights everywhere, drivers are typically less apprehensive about running people over.
This is because they are used to being ruled by the traffic lights as opposed to their own internal benevolence.
This is interestingly different to what is seen in a city that does not have traffic lights governing the roads as standard, the drivers become more accustomed to enacting acts of consideration themselves.
